Surprise: The U.S. Has No Climate Plan

To answer the question posed here, it’s because the United States has never had a climate policy.  And it’s not like we don’t have policies in general; we have policies on top of our policies.

Obama did what he could to make this nation a leader in clean energy, and, though he made a great deal of process over all, he ran into a buzzsaw in the form of Big Oil when it came to phasing out fossil fuel.

That, btw, “We’re replacing fossil fuel with low-carbon energy sources at the maximum feasible rate, and we’re doing what we can to help the rest of the world go in this direction as well” is precisely how that policy should read.
